Retail off-sale liquor licenses are held by establishments who sell packaged beer, wine, and distilled spirits for consumption off the premises.
Authorizes the sale of beer, wine and distilled spirits for consumption off the premises where sold. Minors are allowed on the premises. Common for grocery stores, convenience stores, liquor stores, drug stores, club warehouse stores, and any other store where alcohol is sold for consumption elsewhere.
A Type 21 California liquor license can be obtained by purchasing one from an existing license holder or through the annual liquor license lottery process.
